How INPS contributions are split between employee and employer

INPS (Istituto Nazionale della Previdenza Sociale) is Italy's main social security institute, funding pensions and related benefits. For a typical private-sector employee under the Fondo Pensioni Lavoratori Dipendenti scheme, the combined contribution rate is around 33% of gross salary, split disproportionately: roughly 9.19% is withheld directly from the employee's paycheck, while the much larger remaining share, around 23.81%, is paid by the employer on top of gross salary and never appears as an employee deduction.

Because the employer share is so much larger than the employee share, an employee's payslip understates the true cost of INPS to the overall employment relationship — a pattern similar to Germany and France, though the specific split of roughly one-quarter employee to three-quarters employer is more heavily weighted toward the employer than most other European systems covered here.

Frequently asked questions

Why is the employer's INPS contribution so much larger than mine?

Italian social security law assigns the great majority of the total INPS contribution (roughly 23.81 of the 33 percentage points) to the employer, a structural choice that keeps the direct payroll deduction on an employee's payslip lower than the true total contribution rate.

Do self-employed workers pay INPS differently?

Yes — self-employed and freelance workers (partita IVA) generally contribute to a different INPS fund (such as the Gestione Separata) with its own distinct rate structure, since there is no employer to share the cost with, similar in concept to US self-employment tax.

What does INPS actually pay for?

Primarily the state pension, but also unemployment benefit (NASpI), maternity and paternity leave, sickness benefit, and a range of other social insurance protections, all funded through the same combined contribution.

Is there a cap on how much INPS is charged?

For most standard employee contributions there is no low earnings threshold in the way some countries have, though certain contribution ceilings and special rules apply to specific worker categories and higher-tier supplementary pension contributions.
